UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a new survey of local authorities, English councils are planning to offload community centers, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling public land and open spaces to support their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of authorities seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on restructuring services and utilising financial reserves to manage growing financial challenges.”

Specific Cases of Proposed Sales

Medway Council in Kent said its property management strategy included the disposal of a shopping centre in a local town and a community venue in Rochester to generate £20m over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Financial Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will need to increase council taxes next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both improved services and financial savings,” stated a council leader.

He added: “We face population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities recently further found local finances being strained by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the study found.
