Congressional Republicans Back President's Proposal to Replace Affordable Care Act

US senators are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to diminish as Republican senators proposed a plan toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Impact of Federal Closure

The effect on Americans from the longest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

Trump's Plan from Florida Resort

As Saturday's session got started, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators praised the plan, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's proposal on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers shared alarmed reactions to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? Then I welcome your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to end the shutdown in return for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.

Another leading Democratic lawmaker persisted in maintaining that Republicans should agree to a 12-month continuation of the subsidies before discussing the long-term of the subsidies.

"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."

Political Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several analysts indicated that the core of such a plan would remove the ACA's requirement that carriers cover individuals with existing health issues.

After his resort visit, Trump returned to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that failed to secure enough backing in 2017.
