AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democratic processes just eight days before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the positions of these political entities, the report pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”
Election Context and Political Landscape
The Dutch head to the polls on October 29 in an election that will be closely watched around Europe for the showing of the PVV.
The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.
Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Linked to Chatbot Functioning
The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
